The Housing Division of the Community and Economic Development Department is responsible for administering federally funded housing and community development programs, including the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME). These programs benefit the community by making funds available for community development activities and projects that result in affordable housing, economic development, and jobs.

HUD Annual Action Plan for 2026

Tacoma-Lakewood HOME Consortium

The Cities of Tacoma and Lakewood plan to adopt their 2026 Annual Action Plans, which outline the spending plans for federally funded housing, community and economic development, and public service activities. The Plans are required by the federal government to receive assistance from the Department of Housing and Urban Development (HUD), for funding from the Community Development Block Grant (CDBG) program, the HOME Investment Partnership (HOME) program and the Emergency Shelter Grant (ESG) program.

As the lead entity of the HOME consortium, the Tacoma City Council will approve HOME-funded activities for both jurisdictions. This Plan also outlines involvement in funding decisions prior to the award of these funds. Following final action by the Tacoma and Lakewood City Councils, the Consolidated Plans are reviewed and subject to approval by HUD.

City of Tacoma – Proposed use of funds recommended for Tacoma City Council approval includes an estimated $3,670,358 in CDBG monies ($2,370,358 in new allocation, and $300,000 in program income, and $1,000,000 in prior year resources); $1,096,846 of the Tacoma portion of the Tacoma-Lakewood HOME Consortium funds ($820,023 in new allocation and $276,823 in program income); and $207,272 in new Emergency Solutions Grant (ESG) monies. Recommended activities will be implemented as part of the Plan beginning July 1, 2026.

Citizen Review Comments – The recommended Plans for each jurisdiction will be available for public review for a period of at least 30 days. City of Tacoma’s Plan will be available for comment from April 1 – May 1, 2026. Limited copies are available by post upon request. A public hearing by the Tacoma City Council is scheduled for April 21, 2026, at 5 p.m. with final action by the Tacoma City Council scheduled on May 5, 2026. The City of Tacoma, as an entitlement jurisdiction receiving Community Development Block Grant (CDBG) funds, is responsible for producing an Analysis of Impediments to Fair Housing Choice report every five years. The following report details the barriers that have been identified, contributing factors, and recommendations for future action. As part of this process, the Department of Housing and Urban Development (HUD) mandates the jurisdiction report on progress made towards closing out any identified barriers annually, as part of the Consolidated Plan, in the Consolidated Annual Performance and Evaluation Report (CAPER).

The City of Tacoma serves as the lead jurisdiction for the Tacoma-Lakewood HOME Consortium and implements the Consolidated Plan, a five-year plan used to assess affordable housing and community development needs, local market conditions, and data-driven investment priorities for Tacoma. The 2025-2029 Consolidated Plan satisfies HUD requirements for receiving CDBG, HOME, and ESG funding. It includes the Annual Action Plan for program year 2025-2026.

A public hearing on the plan was held by the Tacoma City Council on April 22, 2025, and the plan was adopted on May 6, 2025.

The five-year Consolidated Plan is carried out through Annual Action Plans, which provide a summary of the activities that the City of Tacoma will implement each year to address priorities and needs for housing, human services, and community and economic development. Annual Action Plans also contain the spending plan for the City’s annual allocation of CDBG, HOME, and ESG funds.

As part of this administrative responsibility, we annually solicit applications from service providers and affordable housing developers for use of CDBG and HOME funds. These application processes are a necessary step in the Housing Division’s creation of an Annual Action Plan.  Current funding opportunities are posted on the Funding Opportunities and Requests for Proposals web page.

In accordance with the Annual Action Plan, staff monitors and audits the programs and projects receiving funding from three federal Housing and Urban Development (HUD) programs: Community Development Block Grants (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG). The performance of these programs and projects is compiled annually into a document called the Consolidated Annual Performance and Evaluation Report (CAPER).

The City of Tacoma’s CAPER, which describes the accomplishments of the City’s CDBG, HOME Tacoma-Lakewood Consortium, and ESG programs for each Program Year (PY), which run from July 1 – June 30.  The goals for each PY are outlined in the corresponding Annual Action Plan.

The purpose of the City of Tacoma Participation Plan (PP) is to provide widespread participation in the following US Department of Housing and Urban Development (HUD)-funded: Community Development Block Grants, HOME Investment Partnerships Program, and Emergency Solutions Grants.

The most recent Substantial Amendment to the PP streamlined the substantial amendment process, and provided clarification on processes related to CDBG, HOME, and ESG programs.
